PGCIL to implement Phase II of URTDSM project under RTM

Power Grid Corporation of India Ltd (PGCIL) has been assigned the Unified Real Time Dynamic State Measurement System (URTDSM) – Phase II ISTS project, on regulated tariff mechanism (RTM) basis.

Estimated to cost Rs.1,132.99 crore, the project is to be implemented in a timeframe of 36 months. The project cost includes the capital cost and the project’s maintenance for a seven-year period.

The decision was taken at the most recent meeting of National Committee on Transmission (NCT) held in mid-April 2026.

The project will entail several aspects, the important ones being:

  • Installation of around 1,087 PMU (phasor measurement units) in Central sector substations [ISTS and ISGS (interstate generating stations)]
  • Remote consoles at SLDCs for state PMUs reporting. Remote consoles at CEA, NPC, RPCs, CTUIL and PGCIL
  • Integration of existing PMUs (installed under URTDSM-Phase-II) and migration of existing historian database in line with the applicable regulations
  • AI-enabled systems for identified analytical applications. Migrating the URTDSM Ph-I database to URTDSM Phase-II system for necessary input for Artificial Intelligence and generating recommendation for operational and planning purposes- as finalised during engineering stage
  • Software application for planning and for analysis of various load generation balance patterns throughout the year (operating area-wise, state-wise, region-wise and All-India basis, etc) such that the same profiling can be used by CTUIL for future planning purposes for different time horizons for short term, medium term and long term, and for report generation. Provision for PMU data integration with CTUIL
  • Planning system software for system studies, system planning of ISTS system, in consumable form, through standard protocols along with visualization

 

The URTDSM-Phase II was formulated by PGCIL and Grid Controller of India Ltd (GRID-INDIA), based largely on the CEA sub-committee report for URTDSM-Phase II of October 2022 and CEA PMU Placement Guidelines of March 2025.
