PGCIL moves closer to winning Lakadia-II ISTS-TBCB scheme, part of Gujarat 14-GW RE evacuation plan

Power Grid Corporation of India Ltd (PGCIL) is moving closer to acquiring the Lakadia-II interstate transmission system (ISTS) scheme, having emerged L1 in the e-reverse auction (e-RA).

It is reliably learnt that PGCIL emerged L1 in the recently-concluded e-RA held, with a tariff quote of around Rs.1,150 crore per year.

As reported by tndindia.com on August 28, 2026, PGCIL was among the five shortlisted bidders for the Lakadia-II scheme that also had Reliance Industries in the fray. It is also learnt that Reliance Industries was the L1 bidder with respect to initial bids, but it was PGCIL that acquired L1 status in terms of the final price bid, post e-RA.

At this stage PGCIL has been named L1 bidder. It is expected that bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) would soon be issuing the letter of intent (LoI) to PGCIL as the selected bidder, after the winning tariff is approved by the bid evaluation committee (BEC).

Formally termed as “Transmission system for integration of power from RE projects in Lakadia REZ in Gujarat – Phase II (7500 MW),” this scheme is estimated to cost around Rs.7,500 crore and is scheduled to commission in 36 months from SPV transfer date.

The core component of the Lakadia-II scheme is the new 765/400kV, 6×1500 MVA & 400/220kV, 10×500 MVA Lakadia-II AIS substation, near Chitrod. This will be linked to upcoming 765/400kV substations, such as Ahmedabad and Halvad.

Overall 14-GW plan

The scheme aims at developing evacuation infrastructure for 7.5 GW of RE power from the Lakadia region in Gujarat. The project is part of a larger plan of building transmission infrastructure for 14 GW of RE power from Gujarat, through five independent ISTS-TBCB schemes, which are housed under respective project SPVs as shown in this graphic:
